The U.S. is the only industrialized country in the world that double-taxes its citizens on income they earn abroad via section 911 of the Internal Revenue Code providing a small exemption.

In 2005, the unfair taxation made worse when legislation became law that reduced 911 benefits and raised taxes on American expatriates. This has the effect of discouraging Americans being hired at US Firms, because they are more expensive than other expatriates to hire and move abroad. The result is that there are not as many Americans living overseas promoting US products and services.
